Robert Harris
President
Upon moving to Washington, Robert procured a seasonal technical position with the Washington State Department of Transportation. He has 28 years of Civil Construction expertise in construction/geotechnical survey, materials approval/testing, heavy civil inspection, oversight of bridge, highway, tunnel system, structural wall, electrical system, drainage, environmental processes, and taffic control construction administration processes.
Robert has been an instrumental part of several multi-million to multi-billion dollar construction projects, some making history as largest diameter tunnel, longest post-tensioning operations, and the first floating structure to support a light rail train system. He has played a key role in overseeing, partnering, supervising, mentoring/recruiting a wide range of personnel to support construction operations for Washington State as well as protect taxpayer interests.

Chasity Malatesta is an educator, equity advocate, and community leader dedicated to celebrating culture and fostering belonging. With over two decades of education experience, she works to dismantle barriers for marginalized communities through education, advocacy, and relationship-building. As a facilitator and trainer, she creates spaces for meaningful dialogue, empowering individuals to challenge oppression and build inclusive communities.
A passionate mentor of the Bainbridge Island School District's Ethnic Multicultural Clubs, Chasity has served on the College Board’s Equity Strategies Committee, co-chaired the Bainbridge Island School District’s Multicultural Advisory Council, and currently serves on the Board at Bainbridge Island Museum of Art & Islandwood. Bainbridge Community Foundation honored her as the 2025 Spark Award winner, and she currently serves as the Secretary of the Bremerton NAACP.
Rooted in her love for her culture, community, and family, Chasity continues to uplift and inspire, always seeking ways to nurture healing and joy within her community.

What a pleasure it is to be able to represent myself and my art with everyone today, my name is Neiahmaya Chapman and I am 18 . I was born and raised in a small town in Washington . Currently I am a graduate senior of Bremerton high school. Upcoming years I plan on pursuing my studies out of the country, majoring in international marketing and business.I have always had a passion for Art and later on throughout the years marketing and art just made sense, which led me to pursue a degree in International Marketing & Business . Honestly I love exploring new places, trying different cuisines, and spending time with my family and friends.
Avery Welkin
Assistant Treasurer
Avery Welkin is happy to help as the Assistant Treasurer for NAACP 1134 after being a member since his return to Kitsap County where he grew up. Avery has served as an active member and facilitator of Kitsap for Racial Justice in accountability to this chapter, as well as other community organizing efforts. In addition to working in education to support youth and young adults for much of the last decade, you can also find Avery playing music and gardening around his home in Bremerton.
Tracy S. Flood, ESQ
ACT-SO Chair
Tracy Flood is originally from Chicago and moved to Kitsap County, Washington, while serving on active duty in the U.S. Navy. She graduated from Olympic College with an AA degree and the University of Washington with two BA degrees. She holds a JD and an LL.M from Seattle University School of Law.
With a distinguished legal career spanning 24 years, she has served in various leadership roles and received numerous awards. She was President of the Kitsap County Chapter of Washington Women Lawyers and served on the Family Law Executive Committee for the WSBA Section. She has also been President of the Pierce County Minority Bar Association, Chair of the Civil Rights Committee, and interim chair of the Civil Rights Law Section. Additionally, she co-chaired the Minority Bar Association's Annual Diversity Conference. She served on the WSBA Board of Governors and is a graduate of the 2005 inaugural class of the Washington Leadership Institute. She is the past President of the NAACP Unit 1134. She served two terms as the President of the WSBA Foundation Board, completing her service in 2024.
Tracy Flood was elected to the Bremerton Municipal Court on November 2, 2021. She is the first woman and the first Black woman in Kitsap County to be elected to a judicial position, making history. She has been featured as a writing contributor in the WSBA News and twice as a cover story in SU Law Magazine. She presented at the WSBA/DMCJA Pro Tem training in 2023 and the WSBA Solo and Small Business Conference in 2024.
Ms. Shawlee Lee
Membership Chair
Ms. Shawlee Lee a native of Los Angeles, California moved to Bremerton as a Navy wife and mother of one son. She is now a proud grandmother and great-grandmother.
Retired 37 plus years of service to the Federal Government , Department of Defense (DOD). The volunteer activities of Shawlee reflect her strong community activism commitment and her presence in the community. Her ability to collaborate and reach out to diverse groups of people using her knowledge, group cooperation skill and training.
Also her hard work and intelligent contributions have earned her respect and gratitude from those around her. Served in many leadership capacities throughout her career and the first in many to bring the government and city involvement together. Black History Month Celebration with the Downtown Library partnership, one of the leaders to coordinate the PSNS Job Fairs Training in Bremerton and Tacoma, to ensure the Black and Brown people were equipped in math, resume writing classes and online application support, also instrumental in introducing Our G.E.M.S to the diversity team of PSNS, to support their empowered through mentoring and service just to name a few.
She attended the Defense Acquisition University, Contracting, Graduate Certificate in Industry Management. Served as the First African American non-resident commissioner of the Bremerton Housing Authority. Entrepreneur in her own right, the first Black owned Beauty Supply Store in Kitsap County during the early 90’s “Rainbow” Beauty Supply Store in the Manette area.
Shawlee is a member of Ebenezer African Methodist Episcopal Church and one of the lead coordinators for the past 30 years of the Kitsap County-wide
Commemorative Rev. Dr. Martin Luther. King, Jr. Program. She is a social action Silver-Life Member of the NAACP, a member of Blacks In Government, and she serves as one of the team members of the Bremerton Quincy Square Interpretive Signage.
When asked what is her uniqueness about herself and the values she brings to the table. A very giving spirit, showing dedication to her faith in God by her deeds and actions. Shawlee said; We may accomplish many things in this lifetime; but the only ones that matter are those things we do for God and His Kingdom.
